Resolution 10-NQ/TW formally shifts Vietnam’s foreign-investment strategy toward technology, innovation, governance and higher domestic value creation. At the same time, Malaysia, Thailand and Indonesia are competing for many of the same factories, data centers, regional headquarters, industries and pools of talent.

Vietnam’s move into the World Bank’s upper-middle-income category reinforces the challenge. Cost and labour availability will no longer be sufficient advantages on their own.
